Devolving your own is difficult. There are some devolving Pokémon on your side to devolve them.

I dont think that there are any cards in the new modified format that can devolve your own pokemon...Devolving your opponents pokemon? yeah, there are a couple, Mew Ex from Holon Phantoms is one of them.

There have only ever been 1 or 2 or maybe 3 devolve your own pokemon cards...But none of them are legal anymore.

Omaster PK is the only other source of devoing, unless it's in DP where I don't have a search engine for it. Cradily LM was the ultimate devoer for an attack as it could shuffle-devo 3 for 3 Reacts. Of course, they were Reacts, so... But still, it was awesome.
