Ruling Dialga EX Chrono Wind VS Cobalion-EX Steel Bullet

hello. i am a bit confused about this attack. Dialga-EX's chrono wind attack reads "if the defending pokemon is a pokemon-ex, it cant attack during your opponents next turn."...but Cobalion-EX steel bullet attack reads "this attack's damage isn't affected by weakness, resistance, or any other effects on the defending pokemon."... so my question is, if my opponent (Dialga-EX) just used Chrono Wind, can i use steel bullet (Cobalion-EX) to hit Dialga-EX?

No. Chrono Wind stops you from attacking, period.

Steel Bullet gets around anything that would affect its damage, but it can't be used if you've been prohibited from using it in the first place.
