Ruling Diancie and Mega EX (+extra)

Was wondering if the new Burning Shadows Diancie would be able to T1 evolve Gardy EX into M Gardy EX. Was thinking about a brand new fairy deck using Diancie/ M Gardy/ Gardy GX.

Also wanted to know, when rotation comes about will PRC Gardevoir EX and M Gardevoir EX still be legal because GEN Gardevoir EX and M Gardevoir EX exist or will the PRC ones drop and force people to use GEN because of the alternative art?
 
we need to wait for an official English version of Diancie to know for sure, but previous evolution attacks (such as phantump BKP) work turn one.

you can use older versions of cards assuming the new ones are still in standard, so you can use PRC gardevoir EX and M gardevoir EX as long as the GEN versions stay in standard. be aware the text has to be the same to count as a reprint and thus let you use the older version.

So Mega Evolving is treated the same as regular evolution in that regard?
 
the only difference between mega evolution and regular evolution is the mega evolution rule that ends your turn, but you're using your attack to evolve so your turns over anyway.
 
While I can't rule on a card that has not yet been released in English, there is currently a Celebi promo with a similar attack, the difference being that it requires a coin flip. Evolving into M Gardevoir-EX is done as an effect of an attack in this case. All attack effects must be resolved before the game state is checked. In this case, your turn would end as per the Mega Evolution rule, but since your turn ends after the attack step anyway, it wouldn't make a difference. You can also use Time Call to evolve a Pokémon that has been played that turn or on your first turn if going second.
