Difference between OU & Uber Pokemon is?

I was looking at Garchomp on Smogon and I noticed it is in two categories. Does this limit which builds you can use? If so which Garchomp is allowed in OU and which isn't?

Tiers are simply ban lists. That means that tiers higher up then others include Pokemon that are banned in lower tiers (for example, Kyogre is only allowed in the tier Ubers, while a Pokemon like Arbok is available in NU and all tiers above it).

Garchomp has two different abilities, Rough Skin and Sand Veil. Sand Veil was fated to be Ubers, so you cannot use Garchomp w/ Sand Veil in OU, only Ubers. However, you may use Rough Skin (DW Ability) in OU and Ubers.
 
So if I wanted a Garchomp w/ Sand Viel to support Tyranitar then the team would be classed as Uber and could only face other Uber teams, but can contain Pokemon from lower tiers.

Yep. If Garchomp would be the only Uber you use it's probably not worth it lol.
 
Sand Veil anything isn't allowed in OU. The ability is banned from OU.

Ubers is a list of Pokemon, items and abilities that were deemed too powerful for OU play. It's essentially is a banlist.
 
So to use Tyranitar & Gliscor effectively together I'd have play them as Ubers which would also enable me to use Excadrill?
 
That's correct. Although Gliscor is a poor choice in Ubers considering that Groudon is available, and he does the bulky ground type better.
 
If it passes the hack check (you can check it on Pokecheck.org) then I'm pretty sure it is allowed in a competitive environment. Sometimes people just hack their Pokemon, and you can tell easily when they have impossible Ribbons, illegal moves/move combinations, etc.; Pokecheck.org checks all of it.

I think if you download them off Pokecheck, they will have an impossible ribbon attached, thus flagging the hack-check.

Pokecheck even says you shouldn't use them in official events. If Pokecheck did not attach a ribbon to the Pokemon you download you can be sure that TPCI would not allow Pokemon to be downloaded.
 
There's no reason you shouldn't trust Pokecheck. If they pass the hack check then they are likely RNGd, which is not illegal. Unless you sincerely believe that you will be participating in VGC anytime soon, then Pokecheck Pokemon can be used anywhere else (since they only do hack checks for official events).
