So, if Ditto:

Was playing against a pokemon with this attached to it:

Would Ditto be able to use Devoluter? Ditto says that it can use all of the defending pokemon's attacks, and devoluter says that the pokemon it is attached to can use this attack as it's own.

No.

As a general rule, only attacks that actually belong to the Pokemon can be copied. Attacks granted by the effects of attachments or other cards in play can't be copied.

The only exception at the moment is a Level X, because of the way it's treated once it's in play. It's considered a single card combining the Level X and the Pokemon underneath, so you can copy from either card.
