Pretty simple. Fill the bench and do damage with Yanmega or Cinccino. Zoroark w/ Special Dark is for OHKO'ing Dragons.
Tornadus is for Donphan.
 
I run an interesting deck similar to this, except instead of victini I run Magnezone Prime.
I would take out 1 Hoppip and either 1switch or 1 PONT for two Elm's Training Method. I really like that card, because you can get a Cincinno or Jumpuff just like that. Another suggestion is if you want to add in an Interviewer's Questions or Energy Search.
 
No...just no. Very very very few decks should run energy search (ZPST might be the only one and you better run max JA if you do). Ditto for Interviewer's Questions. IQ is good in theory, especially in energy acceleration decks, but PONT and Juniper are often better because you can get almost as many cards, but keep all of said cards, so even if you whiff the energy, you can get something else you might need. If you whiff IQ, you might have a useless hand and can't do anything. Most of the attackers run off DCE and there's no acceleration, so there's really no point unless you want to clutter your hand.

This deck should really run Pichu however. Cincinno and Jumpluff both benefit from having a lot of pokemon in play, and Pichu does just that. I also REALLY question the use of Buffoulant with Tornadus around. Tornadus does 10 less damage than Buff, but does it all the time with minimal drawback. This gives you three spots for Pichu and one for another Tornadus. This strengthens your donphan counter game and gives you another option for quick KOs if for some reason you can't set up a heavy bench.

I'd probably drop Victini as well. I get where you're going and it's a cool idea, but it's also basically a vastly inferior Cincinno. It takes two energy drops to attack as opposed to Cincinno's one. It has 70 HP, making it easy to KO, especially by Kyurem, and worst of all, they both do 100 with 5 on the bench, but Cincinno does 80 with four on the bench, and Victini does none. That one turn you can't attack make a huge difference, and with Pokemon Catcher so popular, leaving a full bench will be hard when, as you've noted, you have a lot of low HP pokemon. I would replace these spots with at least one more Catcher, one more pluspower, and one more Junk Arm. This also gives lets you drop the fire energy, giving you five more spots to play with. Also, this looks like a speed deck, you probably shouldn't need twins. Ideally you should be just as fast or almost as fast as ZPST.
