Like every other card that includes multiples, such as Farmer, you already have the words "up to" in there whether it's there or not. The Compodium probably won't answer questions on cards not yet released, but if you look at the Farmer section, you'll see the real answer...

Look up Holon Farmer in the Pokegym Compodium. Yes, you can do as much of the conditions as you can. Unless it specifically states you can't do this without choosing X energies/trainers/Pokémon (i.e. Infernape L. X) you can do whatever. "Up to", I believe, means you have to do three 30s if there are three, and you can't lower the number.
