Ruling Does Reduced Retreat Bonuses Stack?

The Hydreigon EX from roaring skies has a an ability that reduces retreat cost by two, my question is if I had two hydreigons benched would a pokemon with a three retreat cost be reduced to no retreat cost?

To answer your question, yes. As a general rule, abilities stack unless otherwise stated. Thus, because it doesn't state that it can only be applied once, the more Hydreigon - the less the retreat cost.
