Strategy: Tank against the format using Donphan and Samurott, who have built in resistances. Donphan is used primarily in the early game and to pick up OHKOs on Magnezone and Zekrom with PlusPowers, as well as dealing a quick 60 to anything else. Earthquake synergizes well as Samurott and other Donphan take no damage from it, and Zekrom uses it to power Outrage. Samurott is used to score OHKOs on Pokemon like Reshiram, Typhlosion, and Emboar as well as being the primary attacker mid-late game being able to dish out 70+ per turn. Zekrom counters Yanmega, using 4 in any combination of damage counters and PlusPowers to one shot them while still retaining 90 HP. Rainbow Energy also allows it to use Bolt Strike, although this is not a primary strategy. Bouffalant gets Revenge on opposing RDL, Zekrom, as well as a few other things, and Manaphy is used as a free retreater as well as being able to refresh a hand while not easily getting KO'd by Earthquake damage.
 
This looks like a really good deck to me, but two questions: how does bouffalant revenge Zekrom (130-40-70=20) and what does cheren do? Also, when catcher is released, I would try to find a way to add another switch or two as getting a zero energy samurott pulled up could lose you a match. I don't really know what to get rid of though.
 
Bouffalant's Revenge does 70+20 so 90, exactly enough for the revenge KO. Cheren is just a straight draw 3, obviously making it better than Cheerleader's Cheer. Yeah more Switches may be a good idea but I'm not exactly sure what to take out without losing consistency.
 
Oh, I feel stupid, I thought Bouffalant became a power of 70, not added 70 to the 20. Wow at myself. It seems a lot better now.
