Ruling Double colorless and deoxys attack

when using a Pokemon who's attack power is decided by how many energy is attached to the defending Pokemon if the defending Pokemon has a double colorless attached does it count as one energy or two?

It depends on what the attack says. Some say energy, some say energy cards.

If it says "for each Energy attached" then DCE counts as 2, because it provides 2 units of Energy.
If it says "for each Energy card attached" then DCE counts as 1, because it's just 1 card.

Deoxys is in the first category, so DCE counts as 2 in this case.
