Ruling double rainbow energy

i am sure this has been covered before but i am a relative noob and so will ask anyways. i know that double rainbow energy has a minus 10 damage penalty but how does that interact with attacks like the Nidoqueens Vengeance? I mean, if you had 7 pokemon in your discard pile would that attack still do 90 because you still are not adding more than sixty damage?

what about attacks which don't have an actual damage value but say 'Place X number of damage counters on the defending Pokemon'. Is that number reduced by one?

1. Seeing that it states "you can't add more than 60" You can't do anything further than the base damage+60. So DRE causes base damage to become 20 and you add 60, making 80. Pretty good for 2 energies.
2. It doesn't affected it, as DAmage counters is not damage. Thus it is very useful for Jynx UF.

0 Pokémon: 20
1: 30
2: 40
3: 50
4: 60
5: 70
6: 80
7: 80
8+: 80

That's the Calculation. If you had 7 Pokémon in the Discard Pile, normaly it would do 90. as this is the "new" Base damage, DRE would let it do -10. so 80

To put it another way...

Find how much damage you're gonna do. DRE doesn't even come into play yet. If you have 7 Pokemon in the discard pile, you still do 90 damage, right?

Now subtract 10 for DRE. 80 damage.
