how com pachrisu and hipopts r rare in dp?

Well, why not? Almost any cards, except the Basics of Stage 2s, can be rare. I think. Sometimes the Basics of Stage 1's.
There's an Holo Clefairy in the Base Set, I can't see why a Pachirisu can't be rare.
U guys are so lucky.....
In the Philippines, I didnt even see any booster pack any in leading toy store yet......
But I saw the cards in Pokebeach.com and I was also wondering the same thing

who cares which cards are what as long as they serve the purpose of being in a deck. think of it like this if they came out with a squirtle that was so awesome that being a circle would be so stupid because it had effect of a rare. thats why they would make it a star! it just depends on the card abilties and how good it is compared to other cards, it has nothing to do with how the pokemon in the game are considered or how they evolve. if its a good card then it will be harder to get thus making it a star or what not. personally i would like to see stars of all sorts of pokemon rather then just the stage 2's and some stage 1's!!! 
Palkia and Empoleon X seem to be pretty rare..  I've purchased alot of packs and gotten one Palkia (sold on ebay) and no Empoleon X... I did get an Infernape though. Pachirisu is pretty rare though, I did manage to get one.
