What is the exact meaning of the effect of psychic lock of dp3 gardevoir? It says cannot use pokepower on his/her pokemon but not 'of' his/her pokemon.

Then it comes to a strange situation.
My opponent has one gardevoir on bench and one palkia lv.X also. I use dp3 smeargle's trace attack (of course flip a coin with head) and copy psychic lock. Then at my opponent's turn, can he use the pokepower of gardevoir or palkia lv.X?
 
It means your opponent cannot use any of his/her Pokemon's Poke-Power. So in your case, your opponent cannot use Teleportation & Restructure...

Sorry, PMJ, you missed this one. Psychic Lock completely disables your opponent's use of Poke-Powers.

It means "your opponent can't use any Poke-Powers printed on his or her Pokemon". It completely removes their ability to even declare the use of a Poke-Power. Doesn't matter what it affects.

Think of it as a Silence spell from an RPG :) You can't cast Poke-Powers while it's on.
 
While that's good to know I can't help but feel stupid for bombing that question. How silly. *edits*

What's the point of "on his or her Pokemon" if it's just going to eliminate all powers?
 
I have something to add.
What if they place a Pokemon down and use its Poke-Power after the attack of Psychic Lock?
 
The effect is on your opponent, not his or her Pokemon. So that means that no matter what you put down, you still can't use their powers.

^Exactly. It has no target. It affects the opponet and not the opponet's game. See disconnect for similar rulings.

You've got me. It would mean the exact same thing (only more clear) without that phrase tacked on. But the translators have been rather baffling lately, so maybe this is just par for the course.

To answer the follow-up question, the effect means exactly what it says: "your opponent can't use any Poke-Powers on his or her Pokemon". Doesn't matter if he plays it that turn, evolves it, or what. He can't even declare the use of a Poke-Power. He is completely locked out.
