Are they holo?

Can you see the back of the pokemon card, on the white ones?

Do they have any kind of design on them?

Are they able to be used in tournys?

Dragon Shields, as they are most commonly known as, have no artwork on them. They are an opaque sleeve, so you can't see through them. IIRC, the white ones are opaque enough that you can't see through them as well. Yes, they can be used in tourneys as well.
