Dragon Vault. Kyurem Secret Rare!?

So, as we all know, the 20 card set, Dragon Vault has a kyurem in it. What seems weird to me is that the kyurem is considered as "secret rare". I am well aware that a secret rare has its card number high than the number of cards in the set, but why is it really considered as a secret rare? I mean, there are 20 cards in this mini-set, so I don't know if its very 'secret' or not. Is there a reason as to why they printed such a card as a secret rare even though its only a 20 card mini set? Also, aren't the secret rares supposed to have a distinct colour difference? Ie. Glden altaria and golden catcher? I mean, look at them:

Also, sorry if I missed something incredibly obvious, so feel free to ridicule me.
 
Really the only thing that classifies a card as a secret rare is having a card number that's higher than the set number, i.e. Kyurem's 21/20. Rarity and border color are irrelevant.

So? Kyurem is SR beacause
1. Hard to pull
2. Number above the set number
3. Why not?
 
The number being higher than the set number is what qualifies it as a secret rare. And no, they're not always shiny. (In the alternate-coloured sense.) Though they have been since Next Destinies, coincidentally. The Pikachu in Black & White, for example, is a secret rare card. And most secret cards without their own numbering system prior to Next Destinies weren't shiny. Kyurem isn't as rare as Secret Rares typically are, but that's probably due to the smaller set size and the fact it's the only one in the set.
