1) if you attack dre to an empoleon and decide to do dual splash, does dre reduce it to 20 to 2 pokemon instead of a normal 30 to 2 pokemon?
2) how does dre affects the damage on attacks that do damage to both the active and bench? for example: glaceon lv x avalanche attack?

1) It would reduce everything by 10, so it would make you deal 20 to 2 bench.

2) DRE makes all damage done by the Pokemon it is attached to reduced by 10, so you would deal 10 less to the active and 10 less to the bench.

The wording on DRE says that it reduces damage by attacks, nothing else to specify past that. So ALL damage you deal to your opponet is reduced by 10. However, if you use an attack that places damage counters, DRE does not affect that attack in any way.
