Ruling DRE & Empoleon LV X

Sorry for being an idiot again...
I have a question to ask regarding DRE & Empoleon LV X. What will happen if I attach a DRE to Empoleon LV X, will it affect the Hydro Impact's damage??

Consideirng it says "opponent's Pokémon", it gets recuded. Which sucks.
