Ruling DRE

DRE says: Attach DRE to an evoluved pokemon (Excluding pokemon ex)...

Does it mean that I can attach it to basic pokemon ex (Like groudon ex) or that I cant attach it to any ex and only to normal evoluved pokemon?

You can't attach it to ANY Pokemon EX. If it has EX in it's name, you can't attach DRE on it.

You may not attach it to an EX pokemon ever. Doesn't matter if it's evolved or not. Being EX excludes it from being able to have DRE.

Plus, Groudon ex isn't an Evolved Pokemon.

You have to give it to an evolved Pokemon that's not an Ex. Simple as that.
