Gravitational Field: 30 damage. Also does 10 damage to each of your opponent’s Benched Pokemon that doesn't have a retreat cost.

This sounds like a stupid question but what really constitutes not having a retreat cost? Is it simply what is printed on the pokemon card or is it more complicated than that? For example:

What if your opponent had a Magnezone in play and benched Pokemon with metal energy attached (say a Steelix in this example). Would gravity wave now do bench damage to this Steelix because Magnezone's poke-body lets it retreat for free? Or could you argue that Steelix still has a retreat cost printed right on the card, and it is the combination of Magnezone's poke-body and the steel energy which let it retreat for free. Same thing about Salamence EX DX with Dragon Lift or Waillord's Reactive Lift. Holon WP energy in conjunction with psychic energy isn't the same situation but would that really matter?

Aside from poke-bodies & energy what about stadiums and tools: fluffy berry, I assume that too would trigger the bench damage? And how about the stadiums reduce the retreat costs of certain types (High Pressure System, Phoebe's) of pokemon? Or do they still inherently have their stated retreat cost and the stadium wouldn't trigger the condition?

So which is the definitive litmus test: the literal one where only pokemon whose printed card has no retreat cost (like infernape) or is it the practical one where if a particular pokemon could theoretically retreat without discarding any energy then it too takes damage?
 
Dusclops wouldnt do damage to Steelix since you said it was Benched, its effect only applies for the Active Pokemon so no it wouldnt in that way.

I think the answer to Phoebe's and Wailord LM and all that you were talking about is a yes because it clearly states on Wailord that they have a RC of 0.
 
From my understanding, if there exists a power/energy/trainer that changes the retreat cost as zero, than it's zero, regardless of whether it is in the bench or not (assuming the effect works when the Pokémon is on the bench as well). Following that, when an attack damage is calculated with the retreat cost in mind, the same applies.

So a Pokémon with a balloon berry has a retreat cost of zero, regardless of what is printed on the card.

no, it doesn't. Balloon berry Clearly States that instead of discarding Energy to retreat, you can Discard Balloon Berry

Balloon Berry: As long as Balloon Berry is attached to a Pokemon, that Pokemon's Retreat Cost is 0. When this Pokemon retreats, discard Balloon Berry.

The official answer to this point has been yes, it will do damage to all pokemon that has a retreat cost, no matter what has redused it and to what extent. If the pokemon has a retreat cost printed on it's card, the attack will do damage on them.
 
The wording for this attack is very vague. I think it means a free retreat cost on the card and by any effect. However, you need to make sure that the effect of a card is only effecting the active poke or all of them.
