I started less than one week in Pokemon TCG. This is the deck that I made and would like to hear from you about how I can improve it.

Well there was just a rotation that makes all Heart Gold & Soul Silver cards illegal for tournament play. Thankfully, the only one you have that will be rotated is Pokegear 3.0, which can easily be replaced by Random Receiver, which has a very similar effect.

You are also quite low on draw supporters. Most decks right now have about 12 to 15 draw supporters (This can include Random Receivers), the only other ones out right now are Bianca (Draw until you have 6 cards) and Cheren (Draw 3 Cards). Bianca can get you more cards, but Cheren doesn't have the risk of getting less cards, or no cards at all. I'd try Bianca, since Ultra Ball can discard cards, making your hand size smaller, getting you more cards from Bianca.

As for your search cards, you have quite a lot. Pokemon Communications drawback is much bigger when you only run 14 Pokemon. That's not a problem with your build, most Eelektirk decks just don't have to many Pokemon. I'd replace them with more Ultra Ball and more Level Ball.

For your other trainers, having a single copy of a card is not a good thing, Super Rod might be fine with just one, but Max Potion would need a few more copies, Super Scoop Up has the same healing power as Max Potion, but without those accursed flips. Cilen wouldn't be very useful, since you're energy acceleration comes from the discard, rather then the hand. And you should be able to draw into your energy just fine without it. With Tool Scrapper getting popular, More copies of Eviolite would be good, in case to many of them get Tool Scrappered away.

Now for your Pokemon. If you're looking for a fighting counter, I'd go with Tornadus EX, rather then the non EX. Since it discards energy, and has a more powerful attack, and can attack on the first turn, but none are needed, Fighting Pokemon are dying down a little bit, and it you do encounter any, Mewtwo EX can deal with them good enough. Zekrom is good, but there aren't as many Pokemon that can be KOed with 120. He can be good as a powerful non EX attack, 1 should do ya fine. Zekrom EX is a horrible starter and mostly situational, so I'd drop 1 of them. Also, Tynamo's get KOed very easily, and one being prized can really set you back, so a 4th one is a good idea. Some of the most popular attackers for Eel deck you don't have already are Raikou EX, Bouffalant DRX, Terrakion NV, Rayquaza EX, regular Rayquaza and Registeel EX.

Raikou EX works well because once he discards his energy for his attack, you can use multiple Dynamoters to another one on the bench with the energy you had just discarded and retreat to the new Raikou EX, then keep doing that with your multiple Raikous. Skyarrow Bridge helps a lot with Raikou, since it gives him free retreat.

Bouffalant is really good in this deck, since you can power him up in one turn with Dynamoters and DCE, and Eviolite makes him even harder to KO, and his attack is really powerful against EXs, being able to 2 hit KO them, and Being 2 hit KOed back, and since he's not an EX, you'll be getting more prizes out of it.

Both Terrakion and Rayquaza EX require different energy types, which usually requires you to take out DCE.
Terrakion can be set up in one turn and surprise attack very effectively, and since a lot of popular cards are weak to fighting type (Darkrai EX, Raikou EX, Zekrom EX, Tynamo, etc), if used against the right Pokemon, can do 180 damage out of nowhere. Which is just enough to KO EXs without Eviolite.
Rayquaza EX can also KO EXs in one hit, but doesn't need weakness to do it. But I'm not a fan of him as much as a tech in a regular Eel decks, but if you run a lot of them, and make it your main attacker, it can be very powerful.
If you want to stick to the style of list you have right now, these 2 aren't very good in the DCE style of Eel decks.

Rayquaza non EX is very expensive, because it is only available as a secret rare right now. But he can donk (KO on the first turn) a lot of popular cards basic forms, such as Gible, Swablu, Tynamo, and a lot of others as well. But without fire energy (Which I don't recommend in your style of Eel deck) he's really only good on the first turn.

Registeel EX can spread damage to Pokemon to get them in KO range of some of your higher damaging Pokemon, he only uses colorless energy (For his good attack at least). So you don't have to waist multiple high drawback attacks on high HP Pokemon.

Also, what do you mean by "Mewtwo is already being provided"? If you have access to Mewtwo EX, then definitely include him.

Thanks anyway for your help, you cleared up several questions I had about who was using the cards. How Pokemon TCG is returning only now getting popular in my city, I'm avoiding buying cards like Raikou EX and Mewtwo EX here until the game becomes more competitive. I liked their tips and make 90% of them except the Raikou EX and Mewtwo EX as explained above.

I would say focus more on using the Raikous as your main attacker, sniping away at the bench, with Zerkom EX for mega damage. I would also suggest using regular fighting energies as the only Pokemon using them is Terrakion so that way they can't be discarded by Enhanced Hammer.

nobody in my city is still considering using garbodor, they only think of using Darkrai EX, then the Tool Scrapper gets kinda useless here.
 
Tool Scrapper is still nice in other matchups, specifically the Mirror and things that use a lot of tools like all basic decks (Registeel, Terrakion/Mewtwo, etc.). It's a pretty decent tech and adds insurance for Garbodor. I think you should definitely consider running it because you're not running PlusPower and getting rid of Eviolites can be just as strong.
