    3 Ultra Ball

Energy:

  • 2 Water
    2 Grass

Strategy:
Evolve eevee, get some Deoxys on the bench and just wreck everything.

You don't have enough energy to run most of the eevelutions. Umbreon needs a dark plus a DCE.

The others, if any of your energy is prized, you don't have a way to get them, unless you are running the older eevee which for a colorless lets you search out 3 eeveelutions. Though it's a sitting duck because you can't evolve it the same turn.

And you need some plasma to power up Deoxys when the Mewtwo's come out.

And no megaphone means if you come up against Garbodor or silver mirrors you're done for.

Other than that, I play a Eevee/Lugia deck, it's a lot of fun especially if it sets up! :)

RE: Eevee / Deoxys

I would change up the Evolutions a bit. Umbreon's Ability is nice, but it evolves from the same Pokemon as your attackers, and you can only play a maximum of 4 Eevees, so it puts a real strain on your Pokemon lines. Glaceon already takes up one Eevee; if you evolve another into Umbreon, you only have two left to actualy evolve into the attackers you need. Espeon and Jolteon aren't really good, but they can be very scary for your opponent to deal with if they can hit for Weakness. However they shouldn't be the main attackers. Leafeon and Flareon probably have some of the best attacks, plus they hit some of the more popular deck choices for Weakness, so I would definitely play more of them. You could probably make more changes on top of these, but this is a push in the right direction. Hope this helps:

-2 Umbreon
-1 Espeon
-1 Jolteon
-1 Dedenne
-1 Professor's Letters

+2 Leafeon
+1 Flareon
+1 Vaporeon
+1 Juniper
+1 Sacred Ash; Get back Eevees. You have 9 Pokemon that evolve from them, but only 4 of them.

I've been running a Plasma Eeveelution for a few weeks now in tournaments, as well as in some extensive playtesting events. I am puzzled why you have not included Leafeon (PF) which is arguably the BEST Eeveelution...

Although the Eeveelutions are good in their own right, Eevees can not take a "hard" hit and survive; so, incorporating a few Kyurem (PF) would also serve you well, IMO. This Poké, IMO, is still an excellent starting-finishing Poké due to good HP and great attacks.

IMO, you have too many Poké in your deck in order to maintain smooth, good deck operations. From my experience, I've decided to only run TP Leafeon and Glaceon Eeveelutions in my deck. Those 2 particular have provided sufficient capability against all decks in my area's current meta. Note: I run 4 Dexoxys EX, 1 Glaceon, 2 Kyurem, 2 Leafeon, 2 Lugia EX and 2 Thundurus EX in my deck.

I would also encourage you to take advantage of making Deoxys EX an attacker as well. In doing so, you will have "hard" (i.e., 1HKO) counters to opponents' Mewtwo EXs, Lucario EXs and any Poké that has a "critical" amount of energy attached.

Why no Colress Machine, Plasma Energy, Shadow Triad and Team Plasma Ball? All of these cards are an integral part of the Team Plasma "engine" and could be used effectively.

Why no counter Stadium like Frozen City or even Training Center?

If your game strategy is to try to matchup against whatever your opponent plays, IMO, this strategy can not be sustained consistently throughout a match after your first Poké is KOd since there are just too many Eeveelutions for you to manage and you could easily run out of Eevees first. For example, consider a match against a few popular decks (which have 1 energy attackers and/or energy attachment acceleration) running Landorus EX, Lucario EX, Mewtwo EX, Pyroar, and/or Seismitoad EX. Chances are 2-3 of your Eevees could be KOd before you could finally KO any of these beastly Poké. It seems your deck would be quite "slow" and "sluggish" and you would be "playing from behind" in the prize count more often than not, IMO.

In addition, the Eeveelution Poké do not have that much HP; so, it is not unlikely they could be 1HKOd

I believe your deck needs to be more streamlined with fewer Eeveelutions, incorporate more of the TP "engine" cards, and revise the energy mix too. In doing so, you would have a stronger deck, IMO.

Suggested changes for your consideration:

-1 Flareon. Not that "versatile", IMO.
-2 Espeon. Although quite versatile (can refresh hand, as well as snipe opponents' benched Poké), Deoxys EX is a much stronger attacker.
-1 Umbreon. Not that versatile, but does provide your TP Poké extra HP.
-2 Jolteon. Thundurus EX can provide L attack capability if needed.
-1 Dedenne. Not that useful given its 1HKO risk.

-1 Skyla. Remaining 2 should be sufficient.
-1 Ultra Ball. Not really needed, but can get energy into discard pile that could be Raiden Knuckled.
-3 Muscle Band. Deoxys EXs can provide damage output boost.
-2 Professor's Letter. Remaining 1 should be sufficient.
-2 Switch. Not really needed since Glaceon's Ability can provide free retreat.

-2 D. Not really needed.
-2 R. Not really needed.
-2 G. Not really needed.

+2 Deoxys EX
+2 Kyurem (PF)
+2 Leafeon (PF)

+2 Colress. More card draw support.
+1 Lysandre
+2 Shadow Triad
+2 TP Ball
+1 Pal Pad. Recover and recycle discarded Supporters.
+2 Colress Machine

+2 Frozen City / Training Center (remember this could could also help your opponent too)

+3 Plasma
+1 W

I hope you find these comments helpful.

Now that I look at it, PLASMA Eevee does sound quite good. And these changes are moving toward off budget so yeah.
