Ruling Eevee SM101 and Devolution Spray

I was wondering if the Energy Evolution ability on Eevee SM101 circumvents the evolution restriction on Devolution Spray in the same way it lets you evolve on turn one.
Scenario: I have an Umbreon GX on my Eevee, can I Devolution Spray it and then attach a Psychic Energy to the Eevee to search my deck for Espeon GX and put it onto the Eevee to evolve it that same turn? Is the "(That Pokémon can't evolve this turn.)" text on Devolution Spray just reminder text that a Pokemon normally has to be in play since the start of the turn to evolve?
