Its plasma freeze. the rescue scarf I threw in just incase an eevee goes down before you an get an eeveelution. Not a good idea?
 
I posted my own eeveelutions deck check it out for ideas.

just right off the bat however more vaporean flareon and espeon. glaceon is almost never used.
the only energy that are really useful to you are psychic and water really everything else is colorless so.
