Vaporeon is great for all EX's
Flareon can hoko and is a bug eator.
Leafeon for Plasma(kyurem)/Blastoise/and sometimes Darkrai
Espeon PF can hit benched for weakness so deoxys with 80 and killing trubbish/siglyph.
Umbreon PF Umbreon is for that plus 20 hp makes them have dark claw or laser keldeo needs 4 energy etc.
Deoxys EX gives all my Eeveelutions plus 10 damage simple.
Ditto helps me keep Eeveelutions in play.
Shaymin is great for getting out Eevees turn one plan and simple. might cut to 1 and/or change to Emolga.

See what they are playing, pick the right Eeveelution for the job and go for broke.

Finally one of these decks...nice!

No need for Flareon right now because you don't have to worry about PlasmaKlang. You'll be getting set up without worrying about getting blocked by PlasmaKlang, so it's not that big of a deal. I actually like the Shaymin in here because Emolga has the Weakness to Thundurus. I feel the need to throw a Super Rod in here. If you're playing against Blastoise/Keldeo, you technically only have two Leafeon to battle everything else they have. And due to your low HP, you're gonna get one-shotted often. I suggest taking out the Mew-EX, the two Rescue Scarf, (Tool Scrapper is getting more and more popular), and throwing in a Super Rod and two Skyla. You need to grab the Colress Machine and Catcher and HTL and whatever, whenever. You cannot rely on drawing into these cards.
 
Sounds good there are times I need to dig for a catcher. Mew is an ok tech I really was just testing it, it does not help a lot in the plasma match up as I thought. I am debating weather to cut the leafeon to one or just leave it, it hits harder then you would expect against plasma and darkrai and has the nice water resistance for Kyurems.
 
I love Eeveelutions and always enjoy seeing decklists from people who play them. And I like this deck!

But I disagree about Flareon. Sure, right now it's deadliest against metal types, but remember that you'll be seeing a lot of Genesect/Virizion in a very few weeks. Even now Flareon is great in the late game. Not only have several of your Eeveelutions and Dittos been knocked out, but you've likely Junipered several into the discard pile (and I also use Ultra Ball, Computer Search and Superior Energy Retrieval to put Pokemon there deliberately). Late game it's not unusual for my Flareons to hit for 120 or more and completely turn things around.

I say getcherself some Flareons!
 
Yeah it is very obvious how essential flareon will be for the genesect match up but right now I would rather hit with Vaporeon in most situations.
 
You won't need more than one Flareon at most. You'll have access to Super Rod so you won't have to worry about losing it. It's a tech option more than anything. Against Blastoise/Keldeo, it's dead. Cobalion won't see much play next format. You don't want to be doing damage to yourself - your HP is already low. You're playing this only for the Genesect matchup. Plus, Leafeon'll still do a lot for one Energy, haha. What a fun card! Consider a Dowsing Machine in place of the Scramble Switch, in case you need the extra Catcher or Juniper. Scramble Switch is kinda situational in my opinion, but it's all personal preference.
 
Since you run Leafeon & Shaymin, maybe put in a couple of grass energies to allow their (2nd) attacks to work.
