Ruling Eevee's Energy Evolution

So I originally thought that you could not activate this Eevee's ability on it's first turn in play, (as the card says this counts as evolving but then when I was playing ptcgo someone used it on the eevee's first turn in play. Is this just another ptcgo card or am' I missing something.

That power allows you to evolve because you aren't naturally evolving; you're using an ability.

The phrase "this counts as evolving" for mechanics purposes. The Pokémon you evolve into would not be able to evolve again, all special conditions and effects are removed, etc., just like if you evolved normally.
