Ruling Effects of attacks

I have another question, since the effects of attacks come after damage then an attack that does 40+30 damage on a coin flip of heads, actually does 40 damage first, you flip the coin and then it does 30 more damage, right? So if shiftry LM had 1 dark energy attached to it and used cross-cut, and the defending pokemon was evolved, then the amount of damge is 40 (base damage)+10 (dark energy). Then you check to see if their pokemon is evolved, which it is, and do 30 more damage+ 10 (the dark energy, since dark energies make an attack do 10 more damage). Although this makes sense to me, I probably have a flaw somewhere, however this arguement may have a valid point. Would anyone help elaborate on this aspect of the Pokemon Trading Card Game?
 
Cross-cut's effect is part of the "figure out the base damage" step. When you use the attack, before you know how much base damage the attack does, you need to see if the Defending Pokémon is Evolved or not (there is no coin flip involved for this attack, or Reactive Beating for that matter). If it is, you now know the base damage - 40 (If 1 Dark was attached, the base damage is 50 instead). If it IS Evolved, then you now know the base damage is 70 (80 damage if 1 Dark is attached).

Anything that happens after you figure out the base damage is an effect of an attack.
