Ruling Electabuzz and other basics?

Card question --- ELECTABUZZ (a delta species card from a Dragon Frontiers pack)

Poke Power – Power of Evolution

Once during your turn (before your attack), if Electabuzz is an Evolved Pokemon, you may draw a card from the bottom of your deck. This power can’t be used if Electabuzz is affected by a Special Condition.

My question to you people is --- This card shows Electabuzz as a BASIC pokemon. How can he be “evolved”???

I’m sorry, my daughter is big into the “Electric”-type and wants to figure out all the ways to use him.

Another question is --- we have a bunch of Raichu cards from ealier older series that cannot be used in tourney play. I’ve spent quite a bit of money on the newer sets and we still haven’t found one of him. Is obtaining one of him that hard to find? And if I need to buy/trade with someone to get about 4 of him for tourney play, about what would a card like him cost?

I can’t find any honest price guides out there…. Is there a specific one that most of you guys use/follow… There are “Becketts”, etc. for baseball/football/etc cards… I didn’t know if there was an equivalent for Pokemon…
 
Take a look at Elekid.

It has a special PokePower that allows you to evovle it into electabuzz. Pokebeach's Home Page has all the Scans of Dragon Frontiers. All Baby pokemon have this power. Though it can be shut off (see Houndoom from Unseen Forces).

If you are looking for the cost of cards, just check on www.Ebay.com. The only current Raichu that are legal are Raichu EX from EX Emerald, Raichu delta from Holon Phantoms, Raichu (normal) from Holon Phantoms, and Raichu from Power Keepers.
 
Elekid is a Baby Pokemon and whenever Baby Pokemon evolved it remains Basic Pokemon

Electabuzz does not count as a basic if it was played on top of Elekid through it's power.
 
In the terms of PMJ, Evolved is when it has a card under it, and Basic when it says so on the card. Same goes with other stage descriptions.
 
Raichu delta from Holon Phantoms is probably the best one to try and get, and you might happen to get the regular Raichu from the set too. It's not as good, but it's a Raichu if you really need to get your hands on one.
