Ruling Electivire SW qusetion

This is stupid question, but I really need to know the answer.
Can you get a DRE out of the discard pile with his power, since it doesn't say it has to be a basic Electric energy?

No since DRE doesn't provide anything in the discard pile. It has to be in play to activate its effects.
