Ruling Electropower Question

Does electropower give power to attacks that do no damage. The card states it gives "more" power? Instance boltund v electrify attack has no attack power if electropower is active does it add 30

Nope! Cards that add damage such as Electropower, Choice Band, Muscle Band, etc. need the attack to have a base damage in the first place. If there is no printed damage on that attack, then none of these cards would add any damage.

However, if your attack would do no damage because of Resistance, these cards will still add damage because the attack had a base damage output printed on the card.

No it does not. Attacks have to do damage in order to do more damage from the effects of cards.
