Strategy
Get Reshiram EX with Emboar to ramp out 4 Energy on Reshiram EX and do his second attack for 150 Damadge (flip a coin if tails this pokemon does 50 damage to itself) and a hypnotoxic laser + Virbank City gym so that is 180 damadge to kill every EX without evolite crystal wall etc.
 
Well, how do you plan on playing Emboar on the first place? There are neither Pignites or Candies!!!
 
So much better. But anyways i'd suggest to run a Pignite just in case you get Trainer Locked or something like that. I always run 1 copy of my Stage 1, and it has worked perfectly. And also, Running 4 Reshiram-EX is Overkill, run 3 and add a Fliptini.

+1 Pignite
+1 Fliptini
 
Regular Reshiram also works well with Emboar. You may want to consider playing 1-2.
 
Might want to whack a couple of Eviolites in this. Hurting yourself for 50 ain't smart, but 30 is a bit more durable.
Also, asides Victini EX, what can you get with Ultra Ball that Level Ball can't get?

in mine opinion it used to be good the reason i say this is because
1. 130 HP is not alot anymore
2. Kyurem PLF hurts it pretty bad
3. it does not OHKO stuff (this deck is meant to OHKO stuff)

truthfully i get fliptini every time i get Reshiram EX's attack

Which you can get with Heavy Ball. So Ultra Ball is a bit unnecessary :p
