On the card, it shows up as a body, but it plays as if it should be a power, and at the end of the description, it mentions how it's a power. Is it a Poke-Power or a Poke-Body?

The Poke-Body on Empo is nothing but Misprint. They were later corrected. It should be treated as a Poke-Power.
