It can disrupt if you're lucky at picking.
You can use it even if you're at the bench.
It's cumulative so even if you have two Empoleon LV.X in play, you can put down 4 cards.

You're opponent can have 2 or 4 extra cards via Redrawing Trainer or Pokemon.

Actually, Supreme Command is a Poké-Power. It was misprinted. The new Empoleon LV.X promo says its a Power.
