Ruling Energy card problem

In the first when we draw the cards if we don't have energy cards in our hand shold we shuffle the into the deck and draw again, or wait for the energy cards come to our hand while drawing cards in our turn?

You are not allowed to do that. You can only shuffle your hand back into the deck IF you do not have any Basic Pokemon in your hand when you are starting the game...
