Warp Energy is good for:
1) Escape from Gliscor Lv.X's Paralyze
2) Retreat Regice/Registeel
3) Paired with Palkia Lv.X
4) Get out of Trapinch's Inviting Trap

Cyclone Energy is good for:

1) Get rid of Spiritomb
2) Switchout your opponent's active Pokémon, so you may draw a prize
3) Switch out something with protection such as a Sand Wall'ed Flygon

I'd play Warp Energy for the above reasons.

Neither. I play call energy. It can keep you from being donked if you go turn one, and helps you set up stuff like claydol, regice, ect.

But If I were picking between the two you said, I would go with Cyclone energy because it disrupts Dusknoir's Night Spin and Flygon's Sand Wall. Both of which are pretty common in the metagame.

Don't worry about spiritomb lock because you can play techs like SW suicune or the combee with honey to get your karp back.

4 call
4 cyclone
1 basic dark (for sableye donks)
this is the energy line i would use... you could bump out call, but it does help. cyclone is for mime and spritomb, which wreck this deck.

4 Call. In case something like Spiritomb comes up after a KO, then I put up Luxray to take care of things and grant me free retreat.

Well for energy you have three options usually-
Call Energy
Cyclone Energy
Warp Energy
Call is neccessary to prevent phail starts and then Cyclone or Warp to get yourself out of bad situations.
Play Call and then 1 or 2 of the others.
