Help Energy Switch ruling question

Does switching/moving energy between Pokemon count as "attaching an energy" for the purposes of triggering Abilities?

For example, if a Pokemon had an ability like--
When you attach a Grass Energy to this Pokemon, draw a card.

If a player used the Item Energy Switch to move a basic Grass Energy card to that Pokemon, would it trigger the effect of that Ability?
Notably, the Ability does NOT say, "when you attach a Grass Energy from your hand" because it is also meant to trigger when using Trainer cards or other Abilities/Attacks to attach Energy etc.

Energy Switch doesn't use the word, "attach".
Move a Basic Energy from 1 of your Pokémon to another of your Pokémon.



This is for a homebrew unofficial TCG format which is why I'm not referencing actual cards. I've been looking through the Rules Compendium and see nothing for Energy Switch and am wondering if there's precedence for this kind of ruling that someone could share.
