Can you use base set energy cards, e energy cards, and world championship signed cards in city championships?

Depends. If they're Special energies, you might need confirmation. If they're reprinted, go with the new one. If they're not... well, don't use it.

hmm... speaking of the Worlds Championships cards, can I use them for tournaments if they are put in opaque card sleeves (i.e. you can't see their backs)?

It's like Coke and Diet Coke ... yes they are both a kind of "coke" but they aren't the same thing at all. The Promo cards aren't "real" in the sense that they aren't meant to be played in competitive or league play. The World Champ cards are more like a demo that you can play for fun or use to see how really competitive decks are made.
