Can you use any basic energy from any set in competitive play?
Im not sure if the rules have changed over the years.

Yes; since basic energy is always being reprinted without changes, you can use it from any set. In the case of special energy, they have to be the modified-legal ones, but all basic energy are fine. (If you use Japanese basic energy, though, it counts toward the 6 foreign card limit.)

To further elaborate on DNA's statement, some of the special energy(ie: special dark, special metal energy) may require you have a dp-on card as a reference card or a card dex printout because the printed text has significantly changed.
