Ruling Energyless attacks and Azelf's Downer Material

If I have a question about this game, the Compendium usually sets me straight, but they haven't updated their Q&A section with Mysterious Treasures-era inquiries yet and when I was looking at Azelf today, a question came to me. Does its Power, Downer Material, cause Pokemon such as Budew that have attacks costing no energy to cost 1 energy instead? Or does the text "the attack cost...is 1 C more" imply that to be affected by Downer Material, the Basic Pokemon has to be using an attack that costs at least 1 C to begin with?
 
That's what I was thinking-- that an energyless attack means that attack technically has a cost of 0, which being a concrete number can actually be added to. I was fearing that the energyless attacks circumvented the numbers system altogether (since they weren't tied to the concept of energy).

This makes the whole Mesprit/Uxie/Azelf trio even more interesting.
 
The Lake Trio is shaping up to look like an excellent tech. Yes. Indeed.

And to awnser your question, it adds to energyless attacks.
