Interested in knowing if the Enhanded Hammer Trainer/Item is out of Standard, as it seems to have been a give-away Miscellaneous Promotional card (046 "XY-P Promotional print", as per Bulbapedia) during the Pokémon League Xerneas Season (February 2014) in Japan, and in May 2014-July 2014 in a "Pokémon Card Gym pack".

Are promotional japanese cards not "valid" unless given in US as well?
 
It is out of standard. It was printed with a Dark Explorers symbol in English, and Japanese cards are not Standard legal in North America.
