It says that you should devolve the highest stage evolution card. Would that include the stage before the break?
Example: Trevenant BREAK. Would it go down to Trevenant or Phantump, because Trevenant is the highest stage evolution card?

Trevenant BREAK is an evolution card; its stage is BREAK. You would remove Trevenant BREAK only.
