Ruling Espeon/Umbreon Prime + Garchomp X

If I use Garchomp Lv. X's Restore to bring back an Eeveelution to my bench as a basic, can Espeon use each of their attacks and can Umbreon do more damage with Evo Blast? The cards, at least Espeon, say all pokemon you have in play that evolve from Eevee, not evolved from Eevee. I think this would allow any Eeveelutions played as basics to affect the two of them.

Since Espeon Prime is printed as "Evolves from Eevee", they will add to any card's benefits that relate to cards that evolve from Eevee, even if they were brought back using Restore.
