Ruling evolution trainer cards

Are there any cards allowed in the battle roads beside professor elm that let you search for evolution cards?

Yes there is, Celio's Network and Bebe's Search.

Quick ball is a good option after your deck is empty of basics.

Elm's Bebe's and Celio's are not trainer cards, they are a different class of card called supporters (the distinction came in DP on). The title specified trainers not supporters.
