Ruling Evolutions that switch types...

While going through all of my cards last night (not just my new ones, but the really old ones my husband gave me as well), I decided to find out if I had any of the Pokemon that I've been using in Pokemon TCG Online (the official game you download from pokemon.com). On there, my go-to sets are Oshawott/Dewott/Samurott, Snivy/Servine/Serperior, Tepig/Pignite/Emboar, and Ralts/Kirlia/Gallade, with a Miltank and Furfrou thrown in for good measure. There are quite a few of these I don't have yet, such as Oshawott, Samurott, Snivy, Servine, and Furfrou.

The issue is, when I found Ralts, Kirlia, and Gallade, I noticed that Ralts was Psychic, I had 1 Psychic and 1 Fairy Kirlia, and only 1 Fighting type Gallade.

Is this kind of evolution allowed in competitive play? If so, does the Shrine of Memories Stadium card apply to this situation, allowing a Fighting type to use Psychic and Fairy attacks?
 
Yup, cross-type evolutions are completely legal! You'll notice your fighting Gallade card says "Evolves from Kirlia" in the top-right corner. That means it can evolve from any Kirlia, even if are psychic.

Shrine of Memories will also still work. However, you must be aware of the printed card rule: "Each player's evolved Pokémon can use any attack from its previous Evolutions. (That player still needs the necessary Energy to use each attack.)"

So if you want to do one of Kirlia's psychic attacks with your fighting Gallade, you still require the necessary psychic energy.

Thank you! I watched Pokemon as a kid on TV but only just got into actually playing (my parents couldn't afford to buy me Pokemon cards) and I didn't want to break any rules as I plan on joining my local League soon.
 
Good luck playing at your local league! The World championships are being streamed right now (and this weekend), and it might be a good idea to check some of it out so you can see what sorts of decks you can expect to face at your tournaments.

Also a correction to my earlier post: I said "Evolves from Kirlia" is in the top-right. It's obviously actually in the top-left. :p
