Evolve stopper?

Are there any cards in format that prevents evolving? Besides active pokemon (aerodactyl, etc.)

If so, I'd make a shiftry altaria deck, just scooper scoop alaria after you sleep the defending pokemon, and shiftry takes over.
 
btw, shiftry's body only affects coins flipped DURING the opponent's turn, so the flip IN BETWEEN turns for sleep would NOT be affected by shiftry RR. Try wigglytuf and xatu if for a sure-fire sleeptrick.

Can't we get a sticky or something explaining how this card works?
