do you have to play its basic form first to play a stage 1 pokemon or can you play a stage 1/2 pokemon from your hand or bench without the basic under it?
 
err.... PPM, you've missed Aerodactyl and Aerodactyl ex but you still need to have Strange Cave (LM) to play it like that.
 
Okay, I'll elaborate...

The only Pokémon you are normally allowed to put onto your Bench are Basic Pokémon. Stage 1 and Stage 2 cards must be put on top of their respective Basic Pokémon (Stage 1 where applicable) in order to be played.

This is true in all circumstances unless a card specifically tells you that you may put a card other than a Basic Pokémon onto your Bench (such as Archie or Strange Cave).

well on the world champions 2004 the champion decks, the one called Chris Fulop's Blaziken Tech Deck has a oddish and a bellossom but no gloom.
 
Rare Candy specifically states that you may place a Stage 2 card on top of the correct Basic Pokémon.

You can't do that under normal circumstances.
