Ruling EVOLVING ISSUE

Correct^ You can only evolve a pokemon if they have been in play for a full 2 turns (2 attacks). But, if you go second, you can play a Rare Candy, and the Card's text overrides the rules, just as you can evolve a pokemon and then play a rare candy and evolve it again.

That is incorrect. Rare Candy states it can only evolve a basic. So if you evolve lets say a Ralts into Kirlia you can not use Rare Candy to evolve again (into Gardevoir/Gallade) as Kirlia is a stage 1 and not a basic.
 
can you evolve first turn with the effect of phione?
i meant phione's first attack. (search your deck for an evolution card.....)
 
quick followup question: so therefore.....if i evolve a piplup into a prinlup and then decide to use phione first attack.. i can search for empoleon to evolve the prinlup. Is this a legal move? i know that you can only evolve a pokemon once a turn.
 
correct. Card text overrides game rules.

A pokemon can evolve via...

rare candy (as long as it is not from the player going first on their first turn)
phione
normally (as long as it was out during the between turn phase)
any other effect im missing that is currently legal.

Phione however will not allow you to skip a stage

Rare candy only evolves basics
basics with the baby evolution power cannot evolve via rare candy, only their power
