evolving on the turn u put down the pokemon

ok so all of these cards state that u can evolve your pokemon but its states that it coutns as evolving your poke does that mean u can put down a pokemon then play rare candy or use caterpies pokepower??

my LL states that u cant evelove a pokemon right when u put it down that u have to wair a whole turn so can u play rare candy or use caterpies pokepower??? what is the rulling?

Card text>rules. When the card conflicts with the normal ruling, the card wins.

So yeah, they are legal, otherwise they'd just be (mostly) pointless cards that do nothing.
