Is the Darkrai EX and Keldeo EX promos legal for play in the modified format? I read the 2012-2013 legal cards and it said that no promos are legal for play. But I have seen people use both of these cars. Please help as I am building a Darkrai/Sableye/Absol deck and both Darkrai and Keldeo are important parts to this deck.

Yes, all BW promos are legible in decks, the reason why the promos are rarely played is because they are unplayable (Excluding a select few)

Yeah, besides some EXs and Prerelease cards, the only good promo I can think of on the spot is Landorus Therian Form from the Plasma Storm Blisters, and Tropical Beach.
