I someone probably already asked this question, but can you put a Lv.X on a EX?

But I believe there is no official Ruling on it yet (We have Gardy EX to Lv.X coming up)
The reason it doesn't say EX is because there are no EX out there in the DP series so they assume by the stupid dub law that we won't play EX's with it. We won't see a ruling until Gardevoir (Lv.X) is released.

Yep Go ahead and make up your own rules, but in a real Pokemon TCG tournament, ALWAYS ask a judge to clarify the rules if you don't know how some cards work. In a tournament never ever go make your own deductions. Call for a judge!
