I came up with the idea of a discarding enery deck a couple of weeks ago and this is what I came up with...

Pokemon
3 Excadrill (EP 56)
3 Drilbur (EP 54)
3 Gyarado (HGSS)
3 Magikarp (HGSS)
2 Zekrom (BW 47)

Trainer/Supporter/Stadium
3 Crushing Hammer (EP)
3 Pokemon Collector (HGSS)
3 Inerviewer's Questions (UL)
4 Proffesor Oak's New Theory (HGSS)
4 Fisherman (HGSS)
4 Pokemon Communication (BW)
2 Flower shop lady (UL)
2 Energy Exchange (UD)

Energy
2 Rainbow (HGSS)
8 {W}
7 {F}
4 {C}{C}

Strategy
You want to get Excadrill or Gyarados and start making your enemy discard energy cards off the defending pokemon. Gyarados is choice when it comes to Reshiphlosion decks. Zekrom Excadrill's water weakness.

Updates
-2 Cheren (EP)
+2 Fisherman (HGSS)
~
-1 Rescue (TR)
+2 Pokemon Communication (BW)
-3 PETM
-2 Judge
-2 Potion
+4{C}{C}
+2 Flowershop lady

-2 Cheren. He's draw power, but then again, he isn't very good power. Replace with Juniper or just stick with PONT.

Or try Sage's since it still thins five off the deck and lets you retain cards that you need from your hand.

Thank you so much for you imput guys. I've made changes and you can see them in the Updates part.
I add some more fisherman because I notice when testing it the other day I started runing low on the right type of energy cards that I needed. Where were they? In the discard pile ( ' -_-)

These are just suggestions:
-2 Audino I'm not sure how often you need healing but this just seems like it will slow your deck down unnecessarily
-2 Potion again like above not sure how much you need healing and this can be dead draw/unnecessary
-2 Judge not your best option for drawing
-2 Rainbow Energy unnecessary damage and I assume with 15 basic energy you are going to have something you need.
-1 Drilbur EP 55 is worse then Drillbur EP 54 so don't run this
-3 PETM with collector and communication you shouldn't be wasting your supporter for PETM
-1 Rescue is this really needed? For stage 1s this seems pretty quick to set up and keep going.

Total:13

With that being said you could add in:
Lost Remover goes with the theme of your deck but for special energy only. Not sure if you like that/find it effective but just an idea.
Energy Exchanger/Retrieval can help with your energy situation not necessary but an option indeed.
Professor Juniper can help with draw and also gets energy/trainers to the discard.
Junk Arm would be huge in this deck if you up your trainer line. Would be great to combo with Fisherman discard 2 energy pick up a trainer.
Flower Shop Lady would be nice for refreshing your basic energy and Pokemon.

What I think you need:
+2/3/4 DCE this is really self explanatory Hyper Beam is 2 Water 2 colorless and Outrage is 2 colorless I think thats enough reason in itself to run DCE but the count is on you. I'd say at least 2 at the minimum.
+2 Communication it's a great card and can help you out in a pinch
Total: Between 4 or 6

Overall this deck looks really fun and the typing is pretty good also. With a lot of Fire and Lightning in the format these are great counters to both. I think the skeleton of this deck looks great and with my advice I think you can make this deck even better. I will be back to check in on this list and hopefully give more advice.

Like Brendan Said I think adding Lost remover is a huge boon to this deck. Unless you facing a Yanmega deck (and even then sometimes) getting rid of DCEs can really mess with a deck's ability to pull out a win.

swap out some cards to make this deck more consistent:
-3 Interviewers questions
-2 Energy Exchangers
-4 Fisherman
-1 Gyrados
i have been playing interviewers questions in my stage 1's deck, and they aren't as good as percieved. They are your turn supporter for the turn, and you can't rely on them 100%
Energy exchangers will not be used with the idea that you are you trying to display
+2-2 Donphan
+1 Shining Gyrados
+4 Pokemon Catchers
Zekrom, plus you run 7 Fighting energies. Catchers are basically used to disrupt your opponent and to make a dent in your opponents energy line. Shining Gyrados is a raging attacker, and he can do 50 for 1 energy. Really good!
